Why do crankbaits have 2 sets of treble hooks if only the back set catches fish?
Not all the time. To date, out of the thousands of bass i've caught, only 1 was caught on the front trebles of a rapala.
Why is there a back set of trebles if they just snag weeds?
I haven't caught that many fish on multi-hook lures like Rapalas, but I've caught several on the front hook (and some on both hooks).
But I think the main reason is so the lure will sell better -- people will think that with two hooks, they're more likely to hook a fish with them.
I remember reading something about this many years ago. Since the lure is designed to have the right action with the two hooks, you can't just take the leading hook off, or the lure won't swim right. The author suggested replacing the forward treble with a small sinker to keep the lure's balance and reduce the number of snags. He claimed he caught just as many fish, lost fewer lures, and didn't stab himself with hooks as much. So you might try this.
